The Social Welfare Service

Field of operation
The Social Welfare Service works for the financial and social security of people living in the municipality of Kungälv. It is responsible for care of the elderly and disabled, and for support, advice and other services for children, young people and adults.

Care of the elderly
Elderly care in Kungälv is based on the Swedish Social Services Act (SoL). Anyone unable to provide for their own needs can apply for assistance, including home-help services such as shopping and personal care, or special housing. Assistance is granted following an individual needs assessment and aims to provide the individual with a reasonable standard of living. Assistance services are mainly provided in the individual’s own home. The services may be provided by the municipality itself, or through a private subcontractor. Special housing is available to anyone unable to remain in their own homes despite home-help services and/or assistance from family and friends. This housing takes the form of a small rented apartment, with some facilities offering access to a common dining room and assembly room. Staff are on hand round the clock.

Care of the disabled
People with disabilities can apply for assistance in accordance with the Act concerning Support and Services for Persons with Certain Functional Impairments (LSS) and/or the Social Services Act (SoL). Assistance is granted following an individual needs assessment and aims to provide good living conditions. Services covered by the LSS include personal assistance, a companion and daily activities. The SoL covers areas such as housing support and a contact person. All the Social Welfare Service’s operations focus on people. The point of departure is the needs of each individual, and each individual person shall be treated with respect by the Service’s employees. The Service’s staff are bound by confidentiality. All dealings and provision of services shall consider the rights of the individual, and secure citizens the services they are in need of.

Individual and family care
Individual and family care services aim to support individuals and families facing social and financial difficulties. The department works preventively, the aim being to stop problems from arising in the first place. It also offers advice and support in areas of social welfare. The services are discussed and designed in consultation with the individuals concerned.

Future issues
Greater freedom of choice for service users. They should be able to choose between municipal and private service providers.
